Let's look at Reagan's track record:
1) Reagan sent troops to Lebanon as part of a multinational force. That's "cover". When the barracks were bombed he fired a few random shells at Syria in anger then cut and run and invaded Grenada - with Antigua and Barbuda, Barbados, Dominica, Jamaica, Saint Lucia, Saint Vincent and the Grenadines, joining for "cover".
2) Following the bombing of a Berlin discotheque frequented by Americans Reagan unilaterally bombed some targets in Libya.
3) He armed Saddam in the Iraq-Iran war
That's it. Hardly a track record to say what Reagan would have done with ISIS. In both cases of US troops on the ground Reagan used other countries as "cover".
When Reagan sent in the Marines in Lebanon in 1982 they were part of an international peacekeeping force. This force was comprised of US, British, French and Italian military units. The Marines were not even allowed to have ammunition loaded magazines inserted into their weapons even though they were being daily bombarded by mortar and artillery fire. Without the ability to defend themselves the Marines were nothing but targets with bullseyes ready to targeted by the various militiamen in Lebanon. Reagan did need the international community to shield him from the political risks of US military involvement overseas in case things went wrong.

Reagan's action in Libya rendered Gadaffi impotent for 20 years until Pres Obama showed up and made a sow's ear out of a silk purse. Reagan's action in Libya was a great success that should have been taken as a model for how to deal with the Mid East.
You forgot the part of the track record where he won the Cold War and freed millions from communist enslavement. To this day there are statues of Reagan all over Eastern Europe to honor him..
Reagan was in office when the Soviet empire collapsed from within.
