There aren't photos because until Reagan, it was rare for a president to salute. Even Ike didn't do it.

The first 38 presidents to my knowledge didn't salute.

There is no requirement for a president to salute. Reagan started the photo OP moment. Back then, it was controversial because the president is not active military. No president before Reagan ever saluted and this included Eisenhower.

Reportedly, Reagan spent 70 minutes with Clinton showing him how to salute and gave him a jar of jelly beans when the meeting was over.

Too bad Bush did not wave Barney's paw.
