Yes, and like I pointed out, it could have originated from Canada or Mexico, and the guy could have rented a car from there. He obviously has some kind of long term visa since he has family here, and if they don't stamp the passport in Liberia, which is common in many countries, then there is no way of knowing where he has been. I don't think visas like H1B even mention where the guy is from. Besides, is he even from Liberia, or did he just visit that place?
PS I just read he does not live in Liberia, but another African country, so he must have been visiting Liberia. Therefore cancelling visas from everyone who lives in Liberia would have done nothing.

You really need to stop ignoring the facts. A visa does NOT mean automatic entry and it can be revoked at any time.
It would be very easy to deny entry to the US by people from these countries. This would reduce the risk to people in the US.

First you need to figure out who may have travelled where in the last 21 days, and good luck with that. Then there's the pesky Constitutional issue of US citizens being denied entry to the US. Great plan, otherwise.
Have you ever travelled abroad? There are these documents called passports that get stamped when you enter another country. If you hold a Liberian one, it clearly shows that.
