Everything a government official does in an official capacity is ultimately governed by law, so...
Anyway, Lemon v. Kurtzman outlines the boundaries for government entanglement in religion, and the ruling is perfectly clear:
- No "excessive government entanglement" with religious affairs.
- Government can't advance or inhibit religious practice.
- Government actions must have a secular legislative purpose.
This is a rare case, in that the trooper violated all three. That's some mighty fine police work there.
