Why didn't they ask an English speaker to translate it for them? Surely whether they be legal or illegal they would know someone who speaks English. Something's amiss here.

Yes, to many people "immigrant" and "illegal immigrant" are the same thing. "Southeast Asian Mutual Assistance Associations Coalition" sounds like a group helping Asian immigrants. Hard to believe there are many illegal Asian immigrants, but it is possible of course. Either way they need to provide their documentation to get this sorted out.
