It's often said that CEOs of corporations have seen massive increases in salaries and payouts in the last few decades, but what about government executives? Why aren't they ever part of the discussion?

Your link does not mention Government executives, only federal employees overall.

Because they don't get paid big dollars to work in government.

They trade on inside information and "deals" to get their money corruptly.
