The money(Fox News is a terrible source, by the way, in every way) is being used to expand the settlement with the agreement of Egypt so that people stop living in dire poverty and extremely cramped corners. One of the reasons why so many civilians casualties occur in every single Israeli outing is because of how cramped every building is. This is designed to both limit the deaths of people in the strip, and reduce fundamentalism. Poverty and death only increase radical's popularity.

Fwiw there was a pre-meeting to the meeting, so don't expect a blank check to be written. As in the past there were strings attached. Thus the US will expect an accounting if and when any money is actually paid out. Also keep in mind that pledges are not written in stone as the past has shown. Numerous countries have pledged in the past, yet if one looks it up only about 10% of the money actually showed up. Watch the wording from each nation as those are the stipulations for the bases of those pledges.

Don't forget $140 Million was pledged by the US the last time around and the materials were actually sent there and sat in warehouses because there was no accounting on what it was actually used for. Lets hope that nations learned from that fiasco that entrusting the UN to monitor the usage was not actually the UN but Palestinians hired by the UN to do the monitoring.
