First it was Venezuela, spending $4 billion on Russian fighter planes, Kalashnikovs and perhaps even submarines. Then it was Brazil, in August announcing a 53% increase in its military budget for 2008, the biggest such increase in more than a decade. The competition is still in the early stages but when two of Latin America's nouveau riche oil powers start splashing out on weapons, alarm bells ring over an arms race.

I think Chavez is worried about the US not other Latin American countries.
As the leader of an oil-producing nation and considering our recent track record for invading oil-producing nations on a whim I think he's in his right to take precautions.
He'll need modern weapons if he wants to last for more than five minutes in a war against us. With submarines he could go to 10.

submarines are all but obsoete in todays warfare capabilities, our planes can reach there land, and back without having to land. Heck our B-2 bombers only fly out of America to Iraq, and then return after the mission is over. There is no use for naval warfare between these two countries, or as much warfare by sea.
I do think he is getting paranoid, but most dictators do. He recently lost his bid for permanent power, he might be gearing up for an attempt to scare the people into doing what he just tried to do, but got voted down.
Thank goodness Hugo still has the time for important foreign aid work -- such as delivering home heating oil to low-income American families at a 40% discount. That program kicked off for this year on December 10 with the arrrival of the first tanker in Boston Harbor, bringing in needed supplies just ahead of the season's first major storm, and ushering in a winter in which Americans are expected to face record high home heating costs. All told, nearly a quarter million US familes in 23 states will participate in the reduced-price oil program this year. The annual aid program targets those families who are most at risk from the rolls of home energy assistance program applicants compiled by the various states. It seems that George can't help them, but Hugo can...

The jets are by any measure solid planes. But if he uses Russian tactics they would be screwed.

Hugo can help me. I have a couple of maggot filled trash cans in need of cleaning. Other than that he can keep his oil. The price tag is just a bit too high.
are you serious? hugo chavez is arming his country for protection from the u.s. after he nationalized the venzuelan oil industry( gave u.s. companies the boot) lobbyists for the oil industry have been trying to get him put on the terror list to pave the way for invasion. all this talk about him recently as far as being a dictator and sponsoring terror is nothing more than conditioning so the american people will believe they are somehow liberating the venezuelan people, even though he was elected by an overwelming majority. he is a hero to his people. this is the same senario that played out with castro in the sixties, anyone who doesnt want to play with america is evil and thats not the case.

um..... Castro is evil. People flee from Cuba in bathtubs through the ocean. Hugo was trying to take away rights within the country, and install himself as a dictator. I am not sure where you get your information from, but it is wrong
