Yes they should have less, but people under stress have a tendency to reproduce. A natural instinct of survival.
That def makes a LOT of sense. Looking at our bottom of the barrel mostly anglo white people here in Bullhead; many of the girls start getting pregnant at about 15, maybe because their home lives are so "ghetto" that they may NOT live much longer in their minds.
Should poor people in the Third World Countries have less children?

You are absolutely correct, I think you should be in charge of getting it done.

We don't. It affects us in America FAR less if we don't have to put up with them here. Unfortunately, with a long border shared with third world Mexico....it does affect us.
But having said that, we cannot control it. The US government refuses to do its constitutional duty of enforcing immigration laws--that's why we're overrun with illegals.
