Probably a combination of entrepreneurial spirit and ease of setting up a business. Florida has a more diversified population than PA does
Except for the restaurant industry, it isn't minorities running small businesses in FL.

Exactly why the OP provided the link...to show the other states....he did nothing more than show the top 10 and bottom 10....which is EXACTLY what the link did.....

Can you read?

I said nothing about tax rates. I specifically referred to comments that appeared to imply Oregon is business friendly. It is not. I believe the original post's link had to do with TAX ENVIRONMENT, not necessarily business environment as a whole. Oregon has high unemployment, a regulatory environment that's near fatal to any venture, and the attitude from state government is that if you dare do anything besides get on welfare, you're a criminal needing punishment.
