Bush created enormous inequities with his policies, essentially giving the rich an unprecedented windfall. The rich got richer, enjoyed historically-low tax breaks and tons of loop holes. They brought in foreign labor and displaced millions of qualified Americans, just so they could maximize profits. They favored deregulation so they could use their money and influence to cut corners, racially discriminate, and support the preservation of their good old boy networks. The atrocious effect of this decimate the rest of the country, and we were near another Great Depression when Bush left. This was "trickle-down".
The negative effects of this didn't simply disappear when Bush left, especially with Republican obstruction in Congress and a right-wing corrupted Supreme Court.
