Uh, no, it isn't basically like that at all.
Bush did not blame Clinton for everything that was wrong in the country.
Bush did not introduce legislation and then blame the other party when it passed like Obama did with sequestration.
Bush did not slam his opponent's policies and then enact those very same policies once he got elected.
Bush did not promise to have no lobbyists in his administration and then immediately write waivers to let lobbyists serve in his administration.
Bush did not blame a terrorist attack on a youtube video and then have that video's maker thrown in jail for a year.
Bush did not send guns to Mexican drug cartels and then falsely claim the previous administration was responsible for it.
Bush did not have the first credit rating downgrade in history happen on his watch and then blame it on a citizens' political movement the way Obama did with the "Tea Party downgrade"
Bush did not say he would have the most transparent administration in history and then shut reporters out of the White House.
Bush did not hold a meeting with the opposing party to hear their ideas and then claim "elections have consequences" and ignore everything they had to say, then announce they'd never had any ideas the way Obama did with Republican healthcare reform proposals.
Bush did not try to use Medicare funds for another program and falsely double-count those funds the way Obama did with cutting Medicare to pay for Obamacare.
Bush was not even in the same galaxy as Obama when it comes to dishonesty. Obama has been the most dishonest President we've ever had.

Although to be honest Bush2 was actually more productive than Obama and thus did more damage. Obama is mainly reacting to reality instead of anticipating it - or heaven forbid simply planning ahead for various contingencies.

Yes, Obama is a Democrat. Not planning ahead is characteristic of Democrats. It's what happens when you think with your emotions instead of with your intellect. Democrats have a long history of unintended consequences.
You start the War on Poverty and end up with trillions in debt with the poverty rate unchanged. You set up social welfare programs to help the poor and end up with an unemployable multigenerational poverty stricken underclass. You raise taxes and regulations on businesses and end up with tens of thousands of jobs being offshored to other countries. You raise taxes on the rich and end up killing investment and generating less revenue as the wealthy park their money overseas. You set up public sector unions and end up with declining education as merit pay for good teachers and dismissal of poor teachers both become impossible due to the teacher unions. You shut down domestic energy production to save the environment and end up so dependent on oil produced in the Middle East that you can't untangle yourself from Middle East wars.
As bad as he is, Obama is by no means unique in the area of not planning ahead for various contingencies. That is endemic to liberals. It's an unavoidable problem when your philosophy revolves around revising history so you don't learn from it, blaming all failures on your political opponents so you don't learn from them, and assuming that centralized bureaucracies will act in the best interests of the nation.

The sad part is that we are filling the US House and Senate with some loons during these wave elections. Or some specifically- Republican loons and some mentally challenged Democrats. Either way it simply keeps getting worse. But Boy Howdy will the Ayottes, Kirks and Toomeys be sweating it out as every Tea Party fueled bill wing its way to the Senate where they will be forced to vote the party line in DC and try to explain it back home.

The Tea Party being loony is just part of what I just mentioned - liberal refusal to look at reality. The Tea Party in reality simply wants limited government and fiscal responsibility. The liberals have spent so many years trying to marginalize the Tea Party that it has entered public consciousness that they are extremist whackos. But if you actually look at the platforms and manifestos of Tea Party organizations rather than getting your information from their opponents, you will see nothing extreme, racist, anarchist, etc about them.
