NPR told me yesterday that the actual enrollees are falling way short of estimates again. I think it was by around 5 million people.
Listen, let me speak bluntly.
After the economy of recent years and the fact that many people have ZERO flex in their budget....there are millions of people that CANNOT afford health insurance even after subsidy.
THERE IS NO MONEY to pay that bill.
So, you can fine them, tax them or whatever you want to call it....they have NO CHOICE.
This isn't an indictment of obamacare but rather human nature. Just like if you let people opt out of social security, many would wind up 65, unable to work and with no income, no Soc. Sec. etc. we'd then have to either let them die in the street or bail them out for their retirement out of pity because they saved nothing.
That's why the penalties will increase but you can't get blood from a turnip and many of these people are already garnished, hounded by creditors etc.
Ultimately, they'll have to make it a payroll deduction on some people because ones that money hits thier hands it's gone.
I looked at the plans available and the premiums are up from last enrollment by about $100 for the cheapest plan. That is now double what they were pre-ACA. They are still high deductible plans so I really don't have anything to cheer about. The fines are higher for not having insurance. This is still a slap in the face to many people, like me.
But, alas, the premium and the deductible are still UNAFFORDABLE.
They never will be. Health care is about 1/6 of the GDP of the US. The costs are staggering and the cost of insurance reflects this. For a typical family the cost of insurance exceeds their mortgage. The only solution is to do what the rest of the civilized world has done and have universal tax supported health care. That won't make it much cheaper, but it will make it affordable.

health care cost money...someone has to pay for it....it has zero to do with insurance...insurance is just some entity paying your bill
Just think what the ass whoopin would have looked like, had it been released(it was ready) before the elections.
How much worse could it have been? Lost Virginia? Seriously, outside of that the (R)'s pretty much ran the slate.
