Putin is just trying to stay relevant and deflect from domestic issues. Its just a provocation with no strategic value. They'll fly a Tupolev down to Cuba, the crew will partake of Havana nightlife, and fly occasional propaganda patrols during the the day. Whatever happened to that Iranian navy boat that was on its way to Cuba and had the right all uptight and on alert? Did it get lost?

Russia is flying in international airspace; please tell me what the US can do about it. Russia is within its international rights to fly in international airspace, Russia also is within its rights to land its planes in any country that allows it.
So again, tell me what any president would do about this, and what action would this president do?
You do realize the US/NATO has been conducting flights along the Russian border since Russia's independence? Yet you are somehow "offended" or something is Russia does the same? Is this yet another lame US policy of "do as I say/want, not as I do"?
