Maybe the tax payers are not interested in paying for other peoples choice to do drugs.

No it doesn't. The constitution doesn't mention law enforcement. This was a topic that was debated by the founding fathers. Go learn some history.

Law enforcement, sheriffs and constables, were locally appointed and only served warrants and court writs. They didn't enforce the law. Law enforcement was seen as the duty of each citizen, and was a buffer against laws that the populace didn't want, that was forced upon them by the federal government. Another check to the balance of power. We've lost that, in the name of "security".
