I never thought I'd ever agree with you greywar, but you're right on this one. As much as I don't like Obama, this isn't just his problem. This goes way back to at least Johnson and probably before that.
It goes back to Woodrow Wilson and the Harrison Act of 1914. Prior to that you could walk into a pharmacy in the US and purchase opium, cocaine, or marijuana for what ailed you. But there was no Medicaid, medicare, or Obamacare, so you paid for the consequences of your choices.
The welfare state and nanny state are inextricably linked.

You think the society does not pay in any other way than welfare, but it does.
I don't recall any part of the constitution mentioning law enforcement. Can you point that out? It talks about upholding the law, but it doesn't mention law enforcement. Thats up to the discretion of the Executive branch and the states. Before the FBI, we didn't have federal law enforcement.
Insuring domestic tranquility = maintain law and order = law enforcement.

No it doesn't. The constitution doesn't mention law enforcement. This was a topic that was debated by the founding fathers. Go learn some history.
Law enforcement, sheriffs and constables, were locally appointed and only served warrants and court writs. They didn't enforce the law. Law enforcement was seen as the duty of each citizen, and was a buffer against laws that the populace didn't want, that was forced upon them by the federal government. Another check to the balance of power. We've lost that, in the name of "security".
