This country was built on the backs of slaves and immigrants, legal and otherwise. The U.S. recruits cheap labor to achieve desired objectives and has done so all along. It's not too different from the importation of say heroin. So long as there is an insatiable demand, the stuff will find a way in.

How come Texas and California, states that have the most to gain fron federal spending on fences and border patrols have no interest in biometric IDs?

It is no accident that Congress has not gotten it's act together over the past 30 years since Reagan gave amnesty to 6 million +/-. It has not mattered who sat the oval or held the majority.

And it's now not possible to win a popular election without securing at least 40% of the Hispanic vote.

And the can keeps on kicking.

Which president would that be?

Bush promiced amnesty. His Congress failed to go along with it so Bush vowed to try again. That was enough to secure more than 40% of the Hispanic vote in 2004. Again, Congress would not go along for the ride. I have no idea how Bush really felt versus a strategy for reelection.

Mc Cain and Romney failed to secure the minimum 40% Hispanic vote and lost. No one understands this better than the GOP.

There are record high illegitimacy rates around the globe.

Pew Research is the recognized source of non partisan estimates.

But we didn't have welfare programs back then.
Now they work under the table and get government benefits to the tune of over $1 trillion a year.

Quite a difference from then and now.

Open the borders but end all welfare programs.
Every man has to earn his way in America like they once did.
