I'll post more when I get it regarding the Governor's law enforcement plan about the Ferguson grand jury announcement. A live stream via a STL news station will broadcast from State Troop C HQ at 2pm CST.

Update: the FOX affiliate is live as of 1:53pm.

Update: 2:10pm Gov. will be on momentarily.

New safety director will be Darrell Isom (he is an African-American). Highway, County and City police will work in unison. Fire and EMS will be on high alert. Additional Troopers will be moved close to STL. The National Guard will be on standby.

Over 5,000 hours of re-training were conducted in the past two months. Meetings with faith, civic and community leaders were conducted. Zero violence policy is in effect. Safety of citizens and their property is numero uno.

At 2:17pm the support team is talking about protection and respect for first amendment rights with a no violence mandate. No repeat of the past. Tensions will be high regardless of the outcome.

County Chief concerned about loss of life for law enforcement. No mention of civilians. Mentioned 1st, 4th and 14th amendment rights. Wants community representatives to not be lost voices. Wants tom be prepared and engage the community on a 24/7 basis.

Cpt. Ron Johnson on at 2:22. Wants to maintain peace, safeguard people and property, prevent destruction.

Gov. Nixon back on. Wants to bridge organizational, business and school and job programs in minority communities. Task force to make a lasting change on community relations. All parties talked to mentioned peace must be maintained at all costs.

At 2:26 the Gov. is fielding Q's from the media.

The news conference/statement today, to me, says that they already know there will be no indictment (and I don't think there should be) and they are anticipating and bracing for violence.

Right now, there are only 12 people who truly know if there will be no indictment. If 9 of those 12 vote for one, there will be one regardless of what the rest of the world thinks. I think there is a distinct possibility they decide, "This needs to go to trial," and Wilson is indicted. The trial itself will be a huge tv show and a tremendous waste of money.

Can we expect any large organized protests from Ferguson residents against the looters and thugs who terrorized many of the poor local merchants in the aftermath of a shooting that had nothing to do with them?
Ok, I thought so.

Kinda how people from San Francisco come on here to make comments about nothing that's all that important or relevant to the conversation?

You may be right. But I hope that doesn't happen.

The OP asked ' ... what exactly do the protesters want?' I responded to that. If justice - in an equitable way - was part of the equation, you might expect something consequential in the way of support for the victims of looting. As for having a problem with outsiders opining, if Sharpton can offer a view or Michael Brown's parents can go to Geneva to express an opinion, I'd say I can offer one from Calif.
