College is already universal in the US. If you put in the work, you can get a scholarship. Heck, you don't even have to put in THAT much work to get full tuition in states like Georgia. If you can't pull off a 3.0 in high school then college probably isn't in the cards for you.

I worked hard in high school to ensure that I'd get a near full scholarship to one of the top schools. College IS a privilege for those who work hard enough for it. If you don't work hard enough for a scholarship then you only have yourself to blame.

The opportunity is out there (financial aid) trouble is many kids today won't take it. They didn't care to be in high school, so why should they care to go to college.
For some of them their only ambition in life was to have kids themselves while still in high school.

Everyone is guaranteed a the right to "pursue" it. Past that and you start stepping on peoples toes to guarantee it. Leave it up to the individual to decide, if they don't want to work for it, then they made their choice.
