I'm not sure where to post this. I live in an urban area in an apartment building. Across the street there are always a group of 4-6 people loitering (mostly sitting) on steps of a building that is usually closed. They yell-talk all day, every day, for several weeks in a row. It's crazy loud, loud enough for me to hear across the street, inside my apartment, in the back of the building, with my windows closed and over a white noise machine.

I know I could call the cops, but I don't want to. I don't want to deal with them likely coming back and having to call the cops repeatedly. I just want them gone.

So what I was thinking to do is go over to the steps at night, when they are gone, and pour some sticky substance all over the steps. I was thinking a syrup that will attract aunts and make it uncomfortable to sit on the steps. Hopefully, they will find the steps inhospitable enough to move to another area. I don't care where, just not near my apartment. Also, I'm not worried about getting in trouble for this.

Any suggestions on what might be a good sticky substance to use, preferably something that wont wash away easily, but also won't be obvious vandalism, like tar?

^^^ that's interesting. but i can't install such a device on someone else's building.

The building is rarely used. That's why people can hang out on the steps all day without anyone needing them to move to access the door.

I wouldn't say anything to them to move, because I don't want to be the suspected person who wants them to leave. They can see me coming and going to my apartment car. So I wouldn't want to be a target of retaliation, by people who have nothing better to do but loiter all day every day.

That's really your only legal option. Call the police and decline to give your name or address when asked. People are often reluctant to call 911 thinking that it's for life and limb problems only. But police in my city urge citizens to call for quality of life issues such as this. They may not show up every time you call, but the calls are logged and those logs are used to identify potential problem areas and inform patrol decisions.

Call the police.

Well, pouring that syrup on the steps to attract aunts, might enough to get them to cry uncle.

I might. Only issue is I live in a city that is notorious for very slow police response. Otherwise I'd be more inclined to do this. I've called on things like a car alarm that was going off. I think it took over 4 hours to even come by and check on it. So, may not be a practical solution.

Yeah, that would be part of the strategy. Stickiness and ants. I'm thinking clear corn syrup. It's cheap and will be clear. Just dump enough to cover all seating areas. The owner/landlord would likely not clean it up for at least long enough for it to serve it's purpose.

Seems you have made a poor choice on where to live, I hear nothing when I go outside except birds and even they aren't that active this time of the year.
