It is the job of the President to enforce the laws. Regulations identify how laws are enforced.

When a new piece of legislation is passed, it is the responsibility of the Executive branch to develop regulations to implement the law. Some laws describe in detail how they should be enforced. However, most laws do not, which gives the the Executive more flexibility in what the regulations actually say.

Those aren't all NEW regulations though.

Many of them are existing laws MODIFIED by the Executive Branch.

Giving illegals USDA subsidized mortgage loans is some "flexibility" taken by the President's minions.

And are you suggesting that companies did not pollute before EPA regulations?

They STILL do if they think they can get away with it.

It is the job of President to UPHOLD the law, the enforcement of laws would be the judicial branch and law enforcement.
