I don't understand you point. Are you saying that the federal government should not provide disaster relief? Is not providing infrastructure a primary function of government? I think it is. And, to prove the point, neither you nor I built that.
Everyone know that the Federal government should only provide disaster relief for the righteous Red states. The disasters happening in Blue States are the results of God punishing the infidels.
Dropping the sarcasm, I support the idea of all of us helping the rest of us rebuild the public infrastructure, but not the privately owned and presumably privately insured structures, after a natural disaster. IMHO Federal Flood insurance is socialism at its most pernicious. If you live in an area known to be flood prone you should pay for your own insurance.

RE: Flood Insurance
If it's any consolation to you the national flood insurance program is broke and FEMA has revised the flood maps so that any land that water could have conceivably touched in the past 100 years is subject to some crazy strict standards. And good luck getting affordable insurance on an existing structure in that new floodplain. I agree that oceanfront housing is a problem, but the FEMA's new strict standards have made large parts of existing major cities very difficult to inhabit or redevelop.
