Could a toddler or child have come out of the house and posed a just as much a distraction as the dog did?
The sad thing is, the nutcase was probably trying to save his dog by letting him out. All that stuff about siccing his dog on the cops was, obviously, a lot of bluster (obvious, due to the size of the dog).
He probably thought the dog would have a better chance of surviving outside rather than inside the house, where it might have barked at the officers and been killed for it.

Sure a child could have come out, but since the life of a child is much greater than the life of a dog, it's not an apples to apples comparison.
