...part of what she calls "smart power." How would that work with, say, ISIS? I realize you really like cutting off infidels heads - and who doesn't at times, but please stop that and just say "serenity" now.
Words have meanings. Empathize doesn't mean the same as sympathize, and yes, it has always been part of any intelligent strategy to try to gain an understanding of how your enemies think, what their motivations are etc.

Yes they do have meaning - which is causing her problems every time she speaks in public.

She should probably have assumed that a huge percentage of "the public" would have a hard time telling empathy from sympathy, let alone comprehending a foreign policy that doesn't involve the words "glass parking lot" somewhere. But is she wrong?
Did she mention how we shouldnt meddle in the affairs of another country or bomb and kill its people?
We have "corporate interests", you know.
And "corporate interests" fund lobbyists.
And lobbyists fund politicians.
Just connecting the dots.
And for you elephants out there, yes, Hillary will be the next President if she runs. The Republicans have a hugely split party with the tea whackos, and at least a dozen guys who are "exploring" running for the White House. The Dems must be licking their chops waiting for the implosion--especially because the ball is now in the Republicans court to solve health care, immigration, a war, and a fiscal mess! All in two years!

When they are shooting at you, bombing your property, be-heading your citizens and stating that their policy is to rid the earth of you, it is pretty clear what their motivations are. Except to liberal politicians.
She wants us to empathize with people who want to behead us and destroy America. Can you imagine Bush coming on TV after 911 and telling the American people that we need to empathize with terrorists?
Once we understand they want to kill infidels and dominate others, where we go from there is the question? Once we empathize with Putin, what doe we do? These people are not hard to figure out. The problem with the "empathy" perspective is in trying to understand the deeper issues and thinking they're misunderstood because it couldn't just be that they not good people and are seeking power. If we really empathized, meaning to try to experience what they experience, we would realize that they see weakness in such and approach and therefore opportunity.
Well, she did not, to be fair, state that one must always be empathetic to one's enemies, but 'as far as possible' .
Plus, I doubt she meant (for we only see a snippet of the speech, which was probably more than 33 seconds long) such 'enemies' as those terrorists that are executing Westerners, but more like Russia and the like. Try to see things from Russia's perspective, if you will (for I have read that Russian's tend to believe that the West is trying to encompass Mother Russia, and starve it out, etc).
But, one does hear what one desires to hear.
Let the parsing and spin as to what she really meant vs what she said begin.
