That's because there wasn't free public wifi for most of those 150 years. I know it's paid for by somebody but my definition of something being free is broader than yours
Something is free if in any moment, you can freely access it without restriction.
Free property can be someone else's property if at any time that person doesn't care you are on it.
Free is can you possess it in the now without violating any legality.
So free wifi is free as far as my definition. Owning something is less important than possession and access. Empirically, statistics would suggest someone with wifi would offer wifi to the public or offer a very small condition for access to their wifi, be it you buy a kit Kat bar, you do a chore, etc. that's because your use of their wifi has very little impact on their enjoyment of their utility.
