Could you please post your source for the bolded statement?

I'm all for family values but I'm also all for the government staying out of my private life. It is not the government's place to declare what families should do and by paying moms (it's mostly moms even in Canada it seems) to take longer leaves they are doing just that. They are saying to these families "Do what WE think you should do" by paying them to do it. THAT is a liberal mind set.

What about the hardship to the employer who has to hold the job? Or don't employers matter?

What hardship?
The role is filled by someone, who agrees to a contract for a specified period of time.
