WHY, when there is a possible shooter in the area, would you take all the kids into a small room (cloakroom or closet) so that they can be concentrated and more can be killed with fewer shots?

One of the first things we were taught in the military was; when in a tactical situation "DO NOT bunch up!"
Yet, that is the first thing they do in schools!

Because being inside a school is safer than allowing the kids to be outside. There have been several shooting incidents where kids were all shot outside the school, waiting for their parents or just trying to flee the school grounds on their own.
A school is not the same as the military. Children are not adults.
If the plan the Columbine High School shooters had been followed, hundreds more of the kids who escaped would have been slaughtered outside the building. There was a van full of explosives outside the school, parked on a service ramp, and other bombs planted all over the grounds, placed where the kids would congregate.
The original plan was to go in, explode some bombs inside, driving the kids outside, where more would be detonated, and then Klebold, Harris, and the others would shoot their way out of the school property in the confusion that followed.
Their ultimate plan was to blow up the Littleton City Hall and the Jefferson County Courthouse. The High School was intended to only be a big diversion, leaving their intended places unprotected.
In the end, all the other kids who were involved backed out when they learned how serious Klebold and Harris were. At least one of them attempted to warn officials of the plan the morning of the shootings. The pair only turned to using their guns after all their attempts to detonate all the bombs they made and placed in the High School building failed.
Bunching up saved more lives at Columbine than were lost by far. The pair didn't have enough time to go room to room, so they settled on the cafeteria and the library, where there were a lot of kids. Turning kids loose into the hallways only makes them a mass of easy targets.
Columbine is unique only in the extreme degree of planning that went on before the incident. There had been many other school shootings before, and many others that have followed. Klebod and Harris spent over a year making and stashing home-made bombs. They were also unique in their ability to attract a small group of followers who were all in it for fun, games and Rambo fantasies until they discovered the plans were for real.
Almost all of the other school shooters were individuals. A very few school shootings were done by 2 people, and more than 2 has never happened.
