I Read the whole proposal. It's not a plan. It's the equivalent to some loose ideas scratched on the back of a cocktail napkin. Back in the early days of OS software, we used to call it "Vaporware". This is the political equivalent.
Reid buried nothing. They have submitted nothing to the Senate remotely related to the "referenced" healthcare reform bill they've scratched out.
