In the vast majority of states, no, they aren't restricted in any way.
In the few places that do restrict them, they're usually illegal all together.
Some states restrict persons with criminal records from having them, etc, but in general, they aren't "restricted" very much unless you live in NYC, Chicago or the like.
I really don't see any reason why they should be restricted. They're a damn efficient close-range personal defense tool.

Uh, I'm not comfortable with that. Tasers should stored safely in tupperware cases at all times.
It's probably not the same type of "art" as you'd find in a museum!
But I kind of like this idea for women to get tasers. In most cases, they're not lethal, lightweight, no extreme kickback. They're also great fashion bag accessories!
If a situation warrants the use of a taser, one must assume that someone is trying to cause bodily harm...why, then, would "not lethal" be under the "pro" column?
As for the other two, my wife's SIG 230 is both lightweight and very little recoil (or "extreme kickback"). In addition, she has 7 more shots in case she misses the first time or there are multiple attackers, and with a quick mag change, she has another 7. Admittedly, the .380 is not the ideal self defense round, but it's a whole lot better than a sharp stick or taser, I imagine.
