Probably not, and that depends upon venue, but it certainly says a lot about you. The words "conspiracy" and "inciting" come to mind.

I'd say yes if you state that you wish the person would die, or hope they die.

No, if you actively solicit/propose for that person's death.

It happens all the time and there is nothing illegal about it. The question is too vague. We have had people here call for the death of protesters.
