There are some political subject as environment for exemple who involve many diferent country. My question is do you think it should be positiv to organize international referendum to ask the opinion of everybody in once. Or it's better to let the head of each state decides of the solution?

There is some android application who have this purpose and i thought it's a good idea. For exemple we can ask all the population if the fund give to fight ebola are suficient or not.

I study and work with politics and international relations and I am going to say you will never find a remotely intelligent response here.

What I can tell you though that several types of questionnaires were done by the United Nations (Which to some people on this forum is a secret organization bent on taking the USA... it isn't) called "the world we want." It identified what different types of priorities people have in each country.

However an international referendum would be impossible for a variety of reasons. Firstly, by international law sovereignty is guaranteed to all countries. Ideally, this means no one country can directly take over another's legislative affairs and thus the government of each country has final say in its OWN affairs. Therefore, an international referendum has no weight in international contemporary law.

Secondly, an international referendum, if plausible, would be very difficult. Many countries barely have the capacity to harness their own statistics regarding their country. This is very evident in developing and low income countries. A referendum of that scale would hold little legitimacy at this stage because it would be impossible to garner accurate results.

Those are the main two problems that stick out in my head. There are numerous other issues that can probably come up. Overall though, this sounds like a bad idea, sorry.
