Didn't the government at the time (Taliban) support and harbored Al Qaeda? You wouldn't be fighting just specific leaders, but the government of Afghanistan.
Any Taliban that was literally next to an AQ leader would die as well. We didn't need to occupy the country; killing the leadership was all that was necessary.

In 2001 something as simple as a well placed weaponized Ebola would have cured all the problems within a week or two without loss of a single additional American life. Hey, the terrorists hiding in the mountains got all sick and died. Probably something they caught from the sheep.
