Thad Kirkland? It won't get out of committee. Besides it's PA. The state (well, Commonwealth) which has more hunters than the all branches of the US military combined including Reserve components.

Also if you read the article Law Enforcement is exempt from this ban.
Didn't have go read it to know there would be an LE exemption. With an enactment of such a ban, this would, effectively, also ban, a lot of popular competitive shooting sports, as well. IDPA, ICORE, IPSC/USPSA, three gun, all use human shape cut outs. The much used "pepper popper, will probably get caught up in such a ban on targets, as well.

Yep, it all sounds pretty stupid, but, if anti firearms politicians can actually shove this through, they can really hurt the competition scene, in their states. Takes out a big part of the shooting world. Maybe they're not as stupid as we think.....

So long as it's only Deer breaking into houses this should be useful.
This has the "Snowball chance in hell" in PA.

It is not the part that law enforcement is exempt from this type of ban, it really concerns me when the Department of Homeland Security is having its agents train against targets that are not the Standard Silhouette, but targets that are of little boys with guns, or grandma and grandpa holding a gun, or a young woman with a child behind them, holding a gun. They are training to shoot the everyday citizen.

Yes...they are. And have been for a while. The anti firearms movement is OK with this, as well. To their minds, LE training this way, is fine. They're cops, after all. Our "friends". The "good guys". Right? Uh huh. Sure. Still, this , proposed, ban on civilians using these targets would throw a spanner in a lot of , legitimate, shooting events, and be an extreme financial burden. Scheduled matches would be easy to scrutinize, and give LE a reason to be fishing at shooting events. Its a scary proposal, andkicks open a lot of doors to harassment of shooters, if passed.

An issue of enforcement, also, arises. I ddon't know any local cops who would be OK with arresting range friends for shooting at parodies and B27s. Feds, now, they would be OK with it, but, these are state laws , being proposed. Out of their jurisdiction. For now....

Another tool for control. You'll notice that if they cannot outright ban a weapon (or take it) they will chip away at other related parts of the industry.

The organized shooting sports like IDPA and USPSA has some of safest and supervised shooters in the country. This is a huge part of the shooting world and I really hope they don't ban targets for this sector.

I don't see them going after the steel poppers, they dont look at all human.

Here is the standard International Defensive Pistol Association Target..
