Right... this article was published in 2011, but sure, let's talk about it now and pretend it has anything to do with the Charlie Hebdo attack.

Honestly, it makes sense. Muslim prayer is pretty ritualistic. I know the first amendment is important and all (not that it applies to France really, but I like our constitution and think it's a pretty workable one for anywhere), but doing that in public could be somewhat disruptive, especially on the streets. Find a quite place to do that. I'd expect the same of any religion that needs to sit down and be still for any more than a minute.
