Exactly. You don't know what this guy will do now that he is being chased. He might run into a house to hide and bring innocent people to risk.

The guy had a gun, 100% justified in being shot. Second guessing what occurred in a split second(less, actually) of an adrenaline fueled confrontation is pretty stupid.
Although in other encounters there have been panic fire situations where police empty their weapons into a person already on the ground or where no weapon was seen.
