The cop's duty is the protect the community. An armed man running away from arrest, is a danger to the community and he was within his scope to shoot him.

Exactly. You don't know what this guy will do now that he is being chased. He might run into a house to hide and bring innocent people to risk.
The guy had a gun, 100% justified in being shot. Second guessing what occurred in a split second(less, actually) of an adrenaline fueled confrontation is pretty stupid.
Although in other encounters there have been panic fire situations where police empty their weapons into a person already on the ground or where no weapon was seen.
