Because it's already passed the Senate by a 62/38 vote. That's why. All Boehner's got to do is bring that bill to the floor in the house and it can be amended until it is as bipartisan as you like.
Why bring a whole new bill into play?

One thing we should be able to agree own, is that corporations are going to go where ever they can make money and consumers are going to go where ever they can save money.

Consumer Choice as well as Corporate Choice is an illusion when the politicians in bed with the Big Corporations tailor policies as they have above in your post.
