Was it necessary though? The Koran says to dress modestly, accept for your husband, close family, or those who will have no sexual desires towards you (so, children and other women). But that's it. It's pretty ambitious. Dressing modestly was taken to great lengths by Islamic Radicals to mean 'cover nearly everything,' while most people would say that's too much. Dressing modestly could just mean wearing pants and a shirt that isn't low cut.
Dressing modestly is a tenet of many religions, I am curious that you feel justified in determining what "modesty" should be defined as for followers of other religions.

So she has no qualms about violating the law in the United States by driving with a suspended drivers license but the United States has no right to ask her to remove a scarf that will pose security problems for them with this woman and possibly others.
She really should go back where she came from if she came from outside of the United States. If she came from the United States perhaps she should learn how to follow all of the laws of the United States.
If you read the lawsuit, or even the article, the issue isn't taking the scarf off to take the picture, it is that she wanted a female officer to take the picture so as not to unscarf in front of a male. Provided a female officer was available, that is not an unreasonable request.
I don't think she should win anything but a little sensitivity when possible is a good policy.
