The military can always restrict their troops to the base and all businesses can suffer as a result.

If the military doesn't trust its troops not to get high, they have bigger issues.
Technically pot is not a legal substance in the United States.... That is until the federal law is repealed. Federal laws trump State laws

I understand that. But how is that the fault of the shop? They're operating a business, not a daycare. The shop is operating legally according to state law. So long as they're not selling to minors it isn't up to them to be a babysitter.

I think the military is doing both, warning their soldiers and informing the stores that soldiers should not be buying weed. It's really no different then sending letters to tattoo parlors, informing them of military regs against certain types of tattoos that violate standards.
