They can have all the education they want. At their own expense and not someone else's.

I have to wonder what fantasyland you are thinking of, because it sure isn't reality. It never ceases to amaze me the lengths some folks will go to try to blind themselves to the reality that there is economic injustice suffered by others - perhaps people they couldn't care less about, or at least people whose basic needs are far lower in priority than their own comfort and luxury - that their pithy evasions and other trivial repudiations don't obviate. Callous disregard for those less fortunate is not a virtue. It's immoral.
Perhaps we should levy an "Idiot Tax" on people who think like Scott Walker and use it to help low income children attend UW-Madison (An incredible school) at no cost.
As academic and other human talents are evenly distributed among the population the wealthy will do everything they can to protect their privilege from the threat of any underclass person from joining the ranks of their "Leisure Class". This starts with underfunding higher education. To these people it is acceptable for an underclass genius to work in a Pizza shop but anathema to have one marry a son or daughter.
Walker is pandering to the people that feed him and his campaigns. He is an opportunistic politician and nothing more.
If Walker wanted to help Wisconsin he would lower in State college costs so the citizens of Wisconsin could obtain the educations they will need to survive the 21st century with some prosperity. This applies to the rest of the country as well.
We are truly in a race to the bottom at this point.
