Early elementary - Good touch bad touch, stranger danger.
Later elementary - basic biology including menstruation, and where babies come from.
Middle school - Advanced biology, STDs, reality of what having a child is like, consent, emotions and intimacy, abstinence is good, AND safe(r) sex practices including proper condom usage, and other birth control options.
High school - Keep repeating the middle school lessons. Include parenting classes that have the "real" babies to care for, family budgeting, more in depth STD realities.
That " Pregnant at 16" Show has likely made a valuable contribution to the substantially declining rates of teen pregnancy. Maybe someone should create a " Pregnant at 28" show.
The reason many get pregnant in their 20's is because of welfare. We need to stigmatize these people more by showing them welfare just because they had kids isn't cool.
No but bringing back the idea that waiting for sex is really cool. That they will be giving their partner something wonderful. I guarantee this mindset would result in less out of wedlock children and less welfare.
No teen that I know of would listen to what adults think is "cool", in fact most would laugh and see who could do the opposite the fastest. "Just say no" never works.
Biology doesn't adapt to technology. The age at which humans sexually mature is coded in DNA. Just because we've advanced from an economy in which 15 year olds were capable of rearing children (agricultural/labor intensive early industrial), to an economy that requires training and education, does not mean our instinct to reproduce keeps up with the times.

Teens aren't emotionally capable of dealing with sex and yes they should all be virgins. However, we know this isn't the case because of our society and glamorizing sex. They aren't told that the boy who gets them pregnant will probably not stick around or that if they are male the girl may get pregnant to attempt to trap them. They aren't told that having sex early could ruin their lives in so many ways, including being alone the rest of their lives or the person they are having sex with is using them.
Teens are emotionally capable of enlisting in the military.
They are emotionally capable of being taught to drive cars.
They are emotionally capable of choosing educational paths and of being professional athletes.
They are emotionally capable of dealing with sex provided they are given the proper tools and education to do so.
The left: "everyone should have sex with as many people as possible and if you get pregnant the taxpayers will support you and you'll have a great life".
The right: "sex is sinful and shouldn't have before marriage".
Silly Catholics. A condom over the head provides no protection.
