A few years ago, the police in WA state killed a native american man crossing the street minding his own business. He was carving wood with a pocket knife when an officer told him to put the knife down. The officer then shot him several times. He said the man looked at him angrily and made a grunt noise (like M.Brown).
In this video, we can't see what happened.
Is there another video angle that shows what happened?
You may want to watch the video, because at the end when he turned toward them, that is when they fired. They did not shoot him when he was running away with his hands up.
why did they fire on him after he turned around with his hands up?
Anybody watching this video and thinking the shooting was justified must be out of their freaking mind.
If you're basing your opinion strictly from this video, it's obvious you had your mind made up that the police were in the wrong regardless of what happened.
First, let me ask you this. When the cops fired at the end, did he have his hands up and/or was he running away?
Ok, now that we established they shot him when he brought his hands down and abruptly turned towards them, let's talk about what we don't know based on that video.
Do we know if cops were told if he was armed before arriving?
If the cops were responding to a "man with a gun call" and they tried to talk to the subject who then threw rocks at their heads and finally made a movement at the very end that could be him turning to shoot them, that would be a reason for them to open fire.
The video does NOT contain enough information to give us an indication as to whether this is a valid shooting or not.

No there is not. The officer said the man turned around and made a grunt noise, that is why he shot him 4 seconds after talking to him. He was fired but not charged. The shooting was called outrageous or something to that effect by the police chief.

Is there a link to that?
If the officer said he shot him because he turned around and grunted, the officer should be charged with his death, IMHO.

In the video, you can see the cops shooting at him first when he runs away. You can then see him trying to surrender with his hands up, he then lowered his hands and his whole body as in to lie on the ground, and no weapon is in his hand.
Lowering your hands should not be grounds to be killed. If the police was told he had a gun, we'll know soon enough. He probably didn't though.

Deputy Chief Clark Kimerer, a member of the review board wrote: “First and foremost, as a result of these findings and recommendations, Officer Birk must remain stripped of all Seattle Police powers and authority.”
"The way he was carrying himself and his posture indicated he was in some sort of altered state," Birk testified during the second day of the fact-finding hearing. Williams' appearance "along with the knife in his hand made me concerned he might make someone uncomfortable or be a threat," the officer, 27, said of his decision to get out of his car and confront Williams.
In the video, you can see the cops shooting at him first when he runs away.
The first time they shoot, you can NOT see what he is doing, because the car is blocking the line of sight.

His hands were up as he was running away not as he "surrendered".
When he lowered his hands is when he quickly turned towards the officers. Nothing right then indicates he was surrendering. He would be making the same motion if he was turning and pulling a gun from his waste.
There was no way to determine at that split second whether or not he had a gun.

Don't even pretend like he was just standing there minding his own business when the cops walked up and then shot him when he simply lowered his hands.
What was shown in the video was that he was making motions as though he was throwing something at the police while he was not following directions. Then we see him run out of camera view when the first shots were fired, so we don't know what he was doing at the moment the first shots were fired.
Then we see him run again with his hands up. He then stops and when the cops are right behind him, he lowers his hand toward his waste and quickly spins back to face the police.

You can spin it as much as you want but the video is there for everybody to see. The man was running with his hands up. The cops are shooting at him while he is running, look again. Throwing rocks is stupid, but i am not going to hold against him that he turned around with hands lower than his shoulders, visibly not holding a weapon. You just don't get shot for that. Normally. He posed no threat whatsoever.
