Military is only about 20% even though it is arguably the first priority of the federation. Social spending makes up most if the other 80%. Interest is about 7%.

Because it is the only thing explicitly called for in the CONSTITUTION. Everything else is debatable at best. Conservatives don't ignore the military budget , clearly there is fraud and waste that needs to be addressed.

I'm pretty damn Conservative and I don't ignore it.
I see a big difference in the very small amount we spend on defense and the vast amount spent on Offense.

I see a lot to cut in military spending.

In a perfect world, we would be spending 100% of our tax dollars ON THE AMERICAN PEOPLE (who else is more worthy than US?).

Apparently the U.S. Supreme Court disagrees with your assessment. It's had decades to throw such spending out and has not come close to doing so.
Preamble to the U.S. Constitution:

"We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America...."

Aside from the "promote the general welfare" part, ensuring that the poor are not utterly destitute is part of insuring "domestic tranquility". If you disagree with that assessment I suggest you google "Marie Antoinette". Any nation which ignores it's poor does so at it's own peril. Even the ROMANS understood that.
