I agree 100%.What a waste of time and money. Foster parents are needed so badly and to pick and choose special families for special pay because they are holier than though is a sham. What we need are just plain, loving people who are willing to take children, often with problems into their homes and give them the love they have never had. The money that is received is not meant to be anything but a sum that helps pay for the extra cost these children put on parents. I know, we were foster parents for many years.

Why not just bring back orphanages and children's homes? I would think that privately operated, for-profit and religious orphanages would set a conservative heart a-tingling and pockets a-jingling like private prisons have.

So, in other words, he wants to give out public money in exchange for people behaving as he sees fit.

He would be seen a little more positively, and less a demagogue if he put his personal money where his mouth is.

Don't need the s&m part. Many muslim couples would meet those criteria with no problem.

If the state passed that law, then fine go after them, but you guys are just acting like clowns instead over one guy proposing a law that won't go anywhere.

But if you want to talk about how one individual represents a whole state or group of people then this will be a hillarious lesson in hypocrisy.
