No, they don't have our troops "surrounded." They're 8 miles away. And, there have been some successes, notably around Mosul and the Mosul dam and inside Syria.

Nobody said it was going to be as easy as just rolling them up. ISIS is a little more sophisticated than that. They've dispersed their forces and guard their electronic footprint carefully. It's not as easy to find them as you seem to think. It will be done in the end, but it's not going to be tomorrow.

The funny thing is, people don't realize that al-Baghdadi's rise to leadership has EVERYTHING to do with Bush policies.
I'll say it again: Of course, the popular thing today is to blame Obama for everything. ISIL's rise has more to do with Bush than any other American. Period.

Here's some better statistics for the subject of ISIS.

How many Muslims are there? Approximately 1.6 billion.

How many fighters is it estimated ISIS has? 10,000.

You do the math. What percentage is that?

Bush and the House of Saud. But, the Saudi's lost control of it and now want us to bail them out. Any self respecting Bush would be happy to do it because of the tight business and personal relations they have with the Saudi's. Thank goodness Obama doesn't.

And, you can thank Big Oil and fracking for giving Obama the energy independence he needs to tell the Saudi's to get in the fight or deal with the consequences themselves. The Saudi's can't force us to do their bidding anymore by threatening to cut off the oil.

Obama is in the 7th year of his Presidency and ISIL didn't exist when he took office. WWII was fought and won in less time than Obama has been around.

It's time for Obama to take some responsibility for his administration's policies and stop blaming his predecessors for it's failures.
