Good God! Every time I hear a story about the micromanagers in CA passing another stupid, incomprehensibly intrusive law, and I think things can't possibly get any worse ... they come up with something else to surprise me. I am SO glad I don't live there ....

It definately has proven itself as the Fruitcake State. I feel so sorry for the normal people who live there.
It looks like it is intended to negate the need for rolling brown outs, which also impacts your home temperature.
Do it through hourly rate structures. If I'm willing to pay more for energy during peak hours, so be it. I can choose to be rewarded with lower rates if I choose to restrict my usage of high wattage appliances to non-peak hours.
Reading the total article leaves me with the thought that it is not actually a big deal and doubtful that it will become a reality, at least in the most restrictive sense.
Requiring energy saving equiptment in building codes is not new and has merit.Totally controling your homes temp. is another matter if done without your cooperation. Many power companies across the country offer a levelized plan. There are many takers and benefactors on both sides.
Those of a mentality who wish to relegate these issues to a cutting edge of Gov't. interference probably could use some. They no doubt require observation.
