We have had this for many years, it's nothing new and it's all voluntary, if you sign up you get a discount on your electric bill, it's not controled by the government but by your utility company, when power demand is high and there could be rolling blackouts they cut back temps to keep from having blackouts, it's really no big deal, if you don't want it don't sign up for it.
