Who is to say they are not making effort just effort is not always enough the world is not black and white where either you succedd if you work hard and you fail if you do not.

No. Jobs with higher qualifications are hard to fill.

It has been a bit since we've had some real growth in the economy. The demand for labor will have a bit of a lag until supply catches up.

The length and breadth of our recession has been harder on the economy than people would like to admit.

That has nothing to do with the lack of qualifications. 2/3 of all U.S. public school graduates don't even have basic 12th grade-level competency in math and reading, and that percentage is even lower if you look at minority status like Hispanic and Black:

Actually less then 1/4th dont have basic 12th grade level competency in math and reading. Here from the link you provided if you go in and have a basic understanding of reading:
NAEP - Mathematics and Reading 2013

Which is bad, but not the nightmare you make it into. Way to misinform.

You honestly think only 1/3 of public high school graduates being 12th-grade proficient in math and reading is acceptible?

Take another look, and especially at what public schools are doing to Hispanics, Native Americans, and Blacks:
