Yes however after the current year the penalty carries over to the next year if the IRS does not get it that current year.
It doesn't just "go away" if not paid.

And that's why you fill out the hardship form. They even have a box for you to list your hardship if it's not listed in the pre-filled in hardships. And no proof needs to be provided. You fill in the form and send it to the Obamacare marketplace and you are scott free.

Of course but how many of those that "can't get Voter ID" even will actually get that done?
