But this is how a Oklahoma legislator interprets the bill:
HB 1125 does not in any way legalize gay marriage. It basically changes the way marriages are handled by the state, so that the state merely records that a marriage has been done, rather than pre-authorizes (licenses) the marriage. A small distinction, but it acts as somewhat of a “conscience clause" for court clerks who do not want to authorize a gay marriage. Oklahoma already bans gay marriage by State Constitution, passed by 75% of the voters a few years ago. If the US Supreme Court rules that gay marriage cannot be banned by a state, then neither the State Constitution nor any statute excluding gay marriage would be valid. If, on the other hand, the US Supreme Court rules that states can ban gay marriage, then our State Constitution would still ban gay marriage, regardless of the wording of HB 1125. Marriage is a personal/religious affair. Government has no role.
Government does have a role in dealing with civil unions. That being when two people entangle their financial affairs.
The law should be blind to this. two people for whatever reason ought to be able to form a civil union regardless of who they are, and regardless of the purpose of the civil union.

Then we can get down to the real issue. That being no one should be forced to celebrate something that violates their religious belief (because thats an enumerated constitutional right).
All marriages are civil unions. This stupid of Oklahoma, marraige is not just about religion, religion does not own nor control marriage, marriage is not restricted to just the religious.
Baking a cake or providing service to gay couples is not celebrating a marriage anymore then baking a cake for a straight or divorced couple. Denying one service using ones religious belief is not a constitutional right. Why do you religious people want to discriminate, why are you so filled hate?

Especially if the proposed new regulations make some couples decide they will have to have their marriages filed away as common law ones. I bet a number of states don't recognize common law marriages.

It's a confusing and poorly written bill. Maybe the state senate can make enough amendments to it to make sure it's constitutional, assuming that's possible.
Marriage should not be restricted to just religious marriage, this is a bad idea from Oklahoma that would violate fundamental rights in this country.
