1% translates into 3 million! The U.S. of A. needs 3+ million bullets, which is about 1 million dollars and the problem is solved. Very cheap indeed. But wait, half of them are probably innocent.

yes, indeed, and Prisoners, have had many violations, not just one....oh, there are a few that get caught in a once and done scenerio, but the majority of prisoners have gotten into trouble ever since they were kids...and each time they commit a crime, it gets worse and worse. They are a menace to society....
