I don't know to what degree the US is experiencing jihadists who go abroad to Syria to fight and kill on behalf of ISIS and then return with the intention of committing similar acts at home, but it's becoming a serious issue in Europe right now. Just today, Morocco foiled a plot to attack police officers in the Netherlands by a number of Dutch jihadists intent on causing mayhem here:

Yet the courts say they are powerless to charge individuals who commit crime abroad. It seems ridiculous to me that just because someone goes to another country and commits what is after all murder regardless of whether it's dressed up to be fighting on behalf of a terrorist regime, that they can't be charged for the crimes they commit when they arrive back to in their own country again.
The Dutch Prime Minister has even gone as far as to say that it would be better for Dutch military forces to kill their own citizens rather than take the risk that they return to commit acts of violence on home soil:

Do we really need the onus of proof that they committed atrocities abroad before locking these scumbags up and throwing away the key?
